چکیده
Bovenberg and de Mooij (1994) showed that, in the presence of preexisting distorting taxes, the optimal pollution tax typically lies below social marginal damages. The authors view this result as a refutation of the so-called "double dividend hypothesis," which suggests that a tax on pollution can both improve the environment and reduce distortions in the tax system. Their paper spawned a large literature on optimal environmental tax rates in a second-best world. In this note, I argue that the emphasis on tax rates is misguided. Using an analytical general equilibrium model, I show that for reasonable parameter values, an increase in tax distortions (arising from an increase in required tax revenues) leads to a fall in the optimal Pigouvian tax while environmental quality improves. In general, knowledge of the direction of changes in optimal environmental tax rates due to changes in the economy is not sufficient for understanding the impact on environmental quality.

متن کاملWhy Kill the Golden Goose? A Political Economy Model of Export Taxation
Why do governments tax exports at rates that are ultimately self-defeating? An answer may lie in the time inconsistent nature of a low tax policy. Using a dynamic model of export taxation, I show that the sustainability of a low tax policy depends on three variables: the ratio of sunk costs to total costs; how heavily future export revenue is discounted; and expected future export earnings. Usi...
متن کاملSensor Placement for Parameter Estimation of Structures using Fisher Information Matrix
A method based on Fisher Information from sensitivity matrix is presented for sensor placement in nondestructive tests used for parameter estimation and structural model updating using sparse and noisy measurements. This method can be used for both static and modal nondestructive tests but in this paper sensor placement for only the static nondestructive data is presented. An error function tha...

متن کاملCross-listing Premium in the US and the UK Destination
This paper tests the main hypothesis that firms that cross-list have higher valuations, and provides evidence on the valuation effect of cross-listing on a major non-US market, the UK compared to the US market from source countries in the Asia-Pacific region in 2003-2004. We find evidence that there is a cross-listing premium in both markets. However, the evidence on whether the premium is sign...
